This topic is the integrative one in my scholarship, looking at how policy problems are interpreted and solutions shaped by policy fields, organizations, and frontline conditions. These ideas are brought into clear focus in Effective Implementation In Practice, the 2015 book with Stephanie Moulton. But here are some other resources:
